Driving bans can sometimes be confusing and even headless for the layman. A good example of this is Stuttgart's decision to only "routinely" check its diesel driving bans. In plain language, this means that there will be no special checks tailored to diesel driving bans, but only random checks to determine whether a motor vehicle is authorised to drive in the respective area in the course of other police work processes (general traffic checks, checks on parking offenders, etc.).
Consistency and effectiveness are different.
Whoever experiences the current Germany-wide chaos around driving ban zones, and the eco-lanes can only shake their head sometimes in disbelief.
