Is Barcelona an example for Germany?
The new low emission zone, with an area of 20 km², is 20 times larger than that of Madrid. It is controlled by 150 cameras and the fine of 100 € to 500 € is of course primarily intended to act as a deterrent. But these rules are not yet as strict as in some other German diesel driving bans (e.g. Stuttgart), where Euro-4 diesel is also banned.
