The state must lead by example
The exchange premium for diesel cars in polluted cities has now been in place for one calendar year. But anyone who expected the owners of diesel cars to take advantage of this premium is mistaken. In 2011, around 570,000 diesel vehicles of emission groups EURO 1 to EURO 4 were registered in the administrative district of Düsseldorf in NRW - in 2015, according to statistics from the Federal Motor Transport Authority, the figure was only 397,000: a minus of around 30%. The desired, panic-stricken exchange wave of diesel-powered passenger cars and trucks has thus far failed to materialise.
