So far, the cities of Hanover and Oldenburg in Lower Saxony have been sued by the environmental organisation DUH due to excessive levels of nitrogen oxide. Lower Saxony's Environment Minister Olaf Lies (SPD), however, has announced that the upper limit (40µg/m³ for nitrogen oxide) is complied with in Oldenburg. Despite this, the measuring stations may not be suitable for measuring the annual average value and remain controversial. Driving bans will depend on the examination of the stations for which the Land Ministry of the Environment has commissioned an expert report.
