The decision of the Higher Administrative Court (OVG) in Münster not to provide Cologne with nationwide driving bans for the time being seems to be positive for the representatives of another German city with over a million inhabitants. Thus, the Ruhr metropolis Essen sees the decision of the Supreme Administrative Court as a kind of signal effect. "This is positive from the point of view of the city of Essen," said Simone Raskob, head of Essen's environmental department, on Friday.
To date, Essen is regarded as one of the communities in the Federal Republic of Germany with the highest nitrogen dioxide pollution.
